Even Earthquakes Cannot Shake an Effective QMS

ABSTRACT

The implementation of ISO and AS9100 principles and structure has solidified the Airborne Instrumentation Systems Division (AISD) position as the premier weapons and aircraft instrumentation and telemetry development organization in the Department of Defense. As the organization adapts through innovation to keep pace with the advancements in weapons technology, the needs of a growing customer base remains focused on rapid prototyping, emphasizing speed to the fleet. No one could have foreseen the devastating impact of thousands of earthquakes including a 5.4 magnitude earthquake followed the next day by a 7.1. The destruction to NAWCWD facilities and capabilities which AISD depends on daily for design and development of product, has impacted every aspect of the AISD business model. As a result of AISD’s Business Management System (BMS) implementation, AISD was positioned to recover more quickly than other organizations at NAWCWD. This presentation will address the following topics:

• Converting a paper-based quality management system to an electronic based digital system… While ISO and AS are built on compliance-based methodology, they provide a greater focus on opportunities for improvement, while allowing greater flexibility in how to demonstrate conformance. At AISD, we have been forced to focus on business innovation taking into account the structure and flow of our organization's processes, available resources and available time… Oh, BTW, don’t forget, there's always limited funding!!
